More than a regular web host
With a regular web hosting package, you are not allowed to host other people's websites. This requires a Reseller package or Reseller add-on, which gives you advanced functions and the ability to manage multiple websites.

Yes - The whole idea of the reseller packages is that you can let third parties use your account. This is not permitted on regular basic and prime accounts.
Is there a limit?
No limit on e.g. domains, accounts or anything more than the space and bandwidth you pay for your entire account.
